I believe you are talking about "Motel Hell" which starred Rory Calhoun and Nancy Parsons. What "Farmer Vincent" would do was clip the victims vocal cords so they could not scream, bury them up to their necks and feed them to fatten them up so he could make his famous fritters out of them. Hence the tag line for the movie:
"It takes all kinds of critters to make Farmer Vincent's fritters"
Also, before he hit it big on tv, John Ratzenberger who played Cliff on Cheers was one of the victims. He played, of all characters, a biker dude.
