Can anybody help me?

I was seen this video sometime ago and I just want to know who is artist.
They dance in street and singer had yellow raincoat and other had transparent raincoat and they was throw dice and singer was singing "what we do love" or somthing like that.
I don't know is this song 80 or early 90's but if you can help me that would be great.
