I don´t know if it the same person,but I remember from that time there was a Dutch look a like of Deborah Harry.Here name was Hansje (Ravenstein)...Though I can't recall the title of that song at that time...

Hansie was a Dutch Rock Group featuring a female lead singer, so it's probably the same one you're thinking about.

In the USA "Automobile" by Hansie reached #109 in January 1980
