Don't know the song or the group but have seen the video.Mid-80's kinda hard rock band.The video has the singer in white make-up (clown looking) with a lot of pretty women running around.There also is a clown in the video too.They are walking around the streets during this.It is not Y&T summertime girls though.

I don't remember the video you mentioned, but I do remember the band Dangerous Toys did have a clown on the cover. Their two hits were, "Teasing and Pleasing" and "Sporting a Woody".
