Could it be Olivia Newton-John's "Strangers Touch"? It's a black and white, film-noir style video. There is a detective hired to follow ONJ.

No, that's not it. If I remember correctly, it had a midget near the end, and the music was techno and or soft rock feel to it. I also think someone was wearing a fez hat, as well.

Could it be Flash And The Pan's Midnight Man?

That's not it either. Another possible hint, if I remember correctly, is that the song was more of a voice over rather than singing.
