My feeling is this. There's always gonna be good and bad no matter what. I would say that there's a lot more good about the net then bad. Just be smart and choose wisely what sites you visit.
As far as spam goes, I'm quite happy to leave my spam filter on and I think most people feel the same way. Sounds to me like he's a little paranoid.
